Kathmandu, 12 September: Former Constituent Assembly chairman and former speaker Subhas Nembang and presently vice chairman of the UML passed away early this morning at around 1 am following a massive cardiac arrest.
Nembang, 71, suffered a heart attack at his residence in Baluatar and was immediately rushed to TU Teaching Hospital, Maharajgunj. The hospital confirmed his death.
Prime Minister Pushpa Kamal Dahal, UML chair KP Sharma Oli and other leaders reached the Hospital after the spread of the news about his death.
Nemwang, who had also served as the former Speaker and the constituent assembly chairman two times, had been continuously elected as a Member of Parliament since 2056 BS from Ilam electoral constituency No. 2. He was also the Deputy Leader of the CPN (UML) parliamentary party.
Born in Suntalabari, ILam, Nemwang studied at the Mahendra Ratna College (now Campus), Ilam and entered communist politics in 2029 BS. In 2033 BS, he spent some time in jail in connection with a sedition case.
In 2048 and 2052 BS, as a member of the National Assembly, he became the Minister of Law, Justice, and Parliamentary Affairs in the first communist government led by Man Mohan Adhikari.
After winning the elections in 2056 BS, he became the Chair of the Public Accounts Committee, and his involvement in the infamous Lauda scandal, in which he was accused along with then Prime Minister Girija Prasad Koirala and Tourism and Civil Aviation Minister Tarini Datt Chataut, gained significant attention.
He became the Speaker of the reinstated Parliament with the People’s Movement 062-063 BS. He was unanimously elected as the Chairman of the Constitution Assembly in 2064 and 2070 BS. Throughout his four terms as Speaker, he always enjoyed unanimous support.
Nemwang, who also worked as a senior advocate, had studied at the Nepal Law Campus. He advanced together in teaching, the legal profession, and politics. Nemwang was also a former secretary general of the Nepal Bar Association.
Nembang’s dead body will be kept at the UML headquarters in Chyasal, Lalitpur, to pay final tribute, informed MP Mahesh Basnet, MP, representing UML from Ilam.
